B.A.R.E.S. stands for Behavioral Accountability, Reporting, & Exposure System.
It is a national framework designed to fix a long-standing failure in how Military Sexual Trauma and other serious harms are handled.
There has never been a system that reliably documents behavior, preserves records, and prevents repeat abuse.
B.A.R.E.S. closes that gap.
For decades, Military Sexual Trauma has been treated as isolated incidents rather than a pattern enabled by silence, record loss, and institutional disconnects. B.A.R.E.S. exists to change that.
B.A.R.E.S. is a national framework designed to:
-Ensure harmful behavior is documented and preserved
-Prevent repeat offenders from quietly transferring or advancing
-Protect survivor records so trauma does not erase eligibility for care or benefits
-Create continuity between Department of Defense and Department of Veterans Affairs systems
-Replace silence with traceable accountability
This framework is built to follow the truth, not disappear it. This is about ending repeat harm and restoring trust where it was broken.
THE SEVEN CORE COMMITMENTS
By adopting the BARES Protection Commitment, we affirm the following:
1️⃣ We Commit to Transparency without Presumption
We will document reports of harm or misconduct and outcomes neutrally — without assigning blame, guilt, or innocence through record alone.
2️⃣ We Commit to Protection without Retaliation
No individual shall face punishment, career impact, stigma, or social retaliation for reporting harm, misconduct, or abuse, nor for seeking clarity when accused.
3️⃣ We Commit to Safety as a Right, Not a Request
Support, response, and protection will not depend on rank, reputation, or convenience — safety is the standard for every person in uniform.
4️⃣ We Commit to Due Process and Dignity for the Accused
Allegations will not be treated as convictions; absence of guilt will not be treated as uncertainty; context and resolution will be preserved.
5️⃣ We Commit to Institutional Accountability
We acknowledge that systems can fail, institutions can overlook, and silence can harm — and we commit to correction over concealment.
6️⃣ We Commit to Truth as the Shared Objective
We reject cultural narratives that pit survivors against the accused — truth protects both, rights protect both, and transparency serves both.
7️⃣ We Commit to Protecting Those Who Protect Us
We honor the service of our military personnel by ensuring their dignity is defended, their humanity upheld, and their rights preserved during service and beyond it.
THE BARES PROTECTION COMMITMENT
SECTION 1 — RESOLUTION DECLARATIONS
WHEREAS, the men and women of the United States Armed Forces swear an oath to support and defend the Constitution of the United States against all enemies, foreign and domestic; and
WHEREAS, service members do not surrender their constitutional rights or their humanity when they take that oath; and
WHEREAS, Congress holds constitutional authority and responsibility to regulate and protect the Armed Forces as citizens in service; and
WHEREAS, the absence of independent, neutral documentation of reported harm and alleged misconduct has resulted in preventable trauma, unaddressed patterns, retaliation without record, and reputational harm without resolution; and
WHEREAS, transparency, documentation, and oversight are not acts of confrontation, but acts of protection, prevention, and institutional integrity; and
WHEREAS, the United States has established national systems for transparency and documentation in civilian contexts (including NCIC, NICS, VAWA, the Whistleblower Protection Act, and the 988 Crisis System), demonstrating precedent, viability, and constitutional alignment; and
Because those who defend the Constitution must be defended by it;
Because reporting harm is courage, not disruption;
Because the innocent deserve clarity, not suspicion;
Because trauma travels when truth does not;
Because silence is not neutral — it is consequential;
Because transparency protects survivors, preserves due process, and strengthens trust;
Because protecting those who protect us is not an option — it is an obligation;
